The scientific studies commissioned by the bureau, the fws, the nmfs, the Klamath Water Users Association, and Secretary Norton through the nrc reflect their respective policy positions. Nor is it surprising, given the importance of science in the 2001 Annual Operations Plan, that self-assessed losers attacked science and scientists themselves. Thus the Klamath case calls into question Progressive era faith in applied science as the foundation for policy and as a practical alternative to politics.
